The Board of Trustees of the Village of Magdalena, New Mexico, will receive sealed bids for construction of the Magdalena Airport Improvement - 2020 by 2:00 PM (local time) June 2, 2020, at the Village Hall, at which time bids will be publicly opened, read aloud and tabulated. Bids should be addressed to:

The bids received will be considered by the Board of Trustees at a regular meeting or at a special meeting as may be required. No bid will be received or considered if received by the Purchasing Agent after the hour of 2:00 PM (local time) on June 2, 2020.
Copies of plans and specifications, together with contract documents, are available for public inspection at the office of Juanita Puente, Clerk/Treasurer, Village Hall, Magdalena, New Mexico, (575) 854-2261.

Each bidder shall be prepared to furnish the owner with satisfactory evidence of their competency to perform the work contemplated.
Each bidder will be required to submit with their bid a certified check, cashier’s check, or bid bond in the amount of 5% of their bid, made payable to the Village of Magdalena.
The Board of Trustees agrees to canvass and consider each bid submitted carefully. In consideration thereof, no bids may be withdrawn after the scheduled closing time for receipt of bids for at least 60 calendar days.
The Board of Trustees reserves the right to reject any or all bids, to waive technicalities, and to accept the bid it deems to be in the best interest of the Village to accept.
Minimum wage rates on this project shall not be less than the rates in the U.S. Department of Labor Wage Rate Decision No. NM20200036 or the New Mexico Department of Workforce Solutions, SO-20-0986-A, whichever is the higher for each trade or labor classification.

Project Description: Grading of the Runway Safety Area, Grading of the Runway 2 Approach surface, and Obstruction Removal
The work requires the following licenses from the New Mexico Construction Industries Division:
Runway and taxiway Construction: GF-1 – Fixed Works, Airports or GF-98 – Fixed Works, Construct, alter or repair fixed works facilities.
These licenses will be required at the time bids are opened by any contractor bidding on this work.
The procurement code, Sections 13-1-28 through 13-1-199, NMSA 1978 (as amended), imposes civil and criminal penalties for its violation. In addition, the New Mexico Criminal Statutes impose felony penalties for illegal bribes, gratuities, and kickbacks.
