Analysis Of Brownfield Cleanup Alternatives

The New Mexico Environment Department (NMED) gives NOTICE OF THE OPPORTUNITY FOR PUBLIC REVIEW AND COMMENT on the Analysis of Brownfield Cleanup Alternatives (ABCA) and Administrative Records for the Former Bureau of Indian Affairs (BIA) Dormitories and School Buildings located on Kelly Road between 8th and 10th Streets in Magdalena, NM.

A Brownfield is a property that may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The Former BIA Dormitories and School Buildings contain asbestos and lead-based paint. The purpose of an ABCA is to provide information about contamination issues at the property and evaluate the effectiveness, implementability, and cost of different cleanup options. The Administrative Record contains all documents related to the Brownfield cleanup project.

NMED will allow until April 15, 2024, to receive written comments pertaining to the ABCA. Any person may submit written comments and/or request a public meeting by writing to NMED no later than 30 days after the date of this publication. If NMED determines a significant degree of public interest exists, it will schedule the meeting and give notice of the date, time, and place.

The ABCA and Administrative Record are available for review during normal business hours (Monday-Friday, 8:00 AM-5:00 PM) at Magdalena Village Hall, located at 108 Main Street, Magdalena, Socorro County, NM 87825. The ABCA is also on file at the New Mexico Environment Department, Harold Runnels Building, 1190 St. Francis Drive, Santa Fe, NM 87505. Electronic versions of project documents may be requested via email from the contact listed below or viewed on the NMED Public Notice website at https://www.env.nm.gov/public-notices/.

All comments must be in writing and addressed to New Mexico Environment Department, Ground Water Quality Bureau (Attention: Rebecca Cook), P.O. Recently, Magdalena EMS came across an issue where they could not find an address. The physical house number was not posted on the home where emergency care was needed, and it took longer to respond. We are asking that you please place your house number visibly on your home. If you are not able to do this, or until you are able, you can write your house number on a piece of paper or cardboard and place it in a window that is easily visible to the street. This is for your safety, and it will certainly help with response time to any emergency that may occur within your household.

Our water system recently violated a drinking water standard. Although this is not an emergency, as our customers, you have a right to know what happened, what you should do, and what we are doing to correct this situation.

*We are required to monitor our drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether our drinking water meets health standards. During the 2nd quarter of 2021, we did not complete all monitoring and reporting requirements for disinfectant residuals, and therefore, we cannot be sure of the quality of your drinking water during that time.*

We are required to submit a quarterly report of the monthly disinfectant residuals to the New Mexico Environment Department, Drinking Water Bureau (NMED-DWB). We did not report disinfectant residuals monitored from the distribution system during the 2nd quarter of 2021, specifically for the month of May.

What should I do?
There is nothing you need to do.

What does this mean?
The quality of the water is not compromised; however, failure to report precise disinfectant residuals is a violation of drinking water regulations.

What is being done?
We will submit quarterly reports of the precise disinfectant residuals to the NMED-DWB by the specified date outlined in the drinking water regulations.
